A bite-sized way to gather data on digital skills

Hello NCL colleagues,

As you know, many states are scrambling right now to figure out how to
measure their residents' digital skills. We in adult education know the
universe of adult learners that we have contact with, but states will have
to reach many more people through their Digital Equity Act implementation.

Colorado state officials recently shared a great example with me of one
strategy they are using to gather low-cost data.

Rather than trying to do a big state survey purely focused on digital
equity, they are starting off quickly by adding a few digital
equity-related questions to EXISTING state surveys that are already
scheduled to go out the door -- such as one from the CO Dept of Public
Health.
