NCL Advocacy Updates: Potential Movement on WIOA in House, Public Witness Testimony Opportunities

FYI, here are a couple of legislative updates.

  1. WIOA

There seems to be some movement in the House of Representatives this week on the WIOA legislation. Yesterday the House Committee on Rules posted an https://rules.house.gov/news/announcement/amendment-process-announcement-hr-7309-workforce-innovation-and-opportunity-act for H.R. 7309, the Workforce Innovation and Opportunity Act of 2022. The Committee meeting early next week will result in "a structured amendment process for floor consideration" of the legislation. This would presumably open the way for floor consideration to take place at the end of the week. This doesn't necessarily mean that the legislation will actually move forward, but it does open the door for messaging to your Representatives encouraging them to support it.

  1. Public witness testimony opportunities

The Labor-HHS-Education Appropriations Subcommittees in both the Senate and the House have invited public witness testimony on the FY 2023 budget. This is an opportunity to reiterate the pivotal contributions that adult education and family literacy make to the overall strength and resilience of our communities--that is, the return on the federal investment in WIOA and other programs that support adult learners.

The https://www.appropriations.senate.gov/subcommittees/labor-health-and-human-services-education-and-related-agencies is accepting Word documents for outside witness written testimony. The submission deadline is this Wednesday, May 11, at 5pm ET. Instructions are https://www.appropriations.senate.gov/imo/media/doc/LHHS%20OWT%20FY23.pdf.

The https://appropriations.house.gov/subcommittees/labor-health-and-human-services-education-and-related-agencies-116th-congress is taking requests to testify as well as written testimony. The House hearing will be on May 26 at 10am, and the deadline to submit a request to testify is May 16 at 8pm ET; the instructions are https://appropriations.house.gov/sites/democrats.appropriations.house.gov/files/documents/LHHS%20FY23%20Public%20Witness%20Day%20Instructions.pdf.
