Clarification on Budget Reconciliation and Related Matters

The House Education & Labor Committee will be marking up its parts of the Build Back Better Act, a/k/a the budget reconciliation bill, next Thursday (Sept 9), so time is of the essence advocacy-wise.

Thank you for inquiring about this -- you've raised an essential point that needs clarifying. There are multiple "asks" going on here.

 

  1. The $100 billion: This is an amount that various organizations have been advocating for since early spring, and that the President included in the description of the https://www.whitehouse.gov/briefing-room/statements-releases/2021/03/31/fact-sheet-the-american-jobs-plan/, which refers to $100 billion for workforce skills development, including "expanded career services and the Title II adult literacy program."

 

  1. The $1 billion: This is an amount that various adult education organizations, particularly https://coabe.org/legislative-updates/, have been advocating for, also since the spring, as part of COVID-19 relief funding. It would be a one-time infusion
    of money to support expansion of adult ed capacity, beyond the regular annual appropriation for AEFLA. Note that the President included $100 million in mandatory funding through the American Jobs Plan, in addition to regular funding for AEFLA,
    in his https://www2.ed.gov/about/overview/budget/budget22/summary/22summary.pdf.

 

Both of these asks are now under consideration in the budget reconciliation process that is going on in the https://edlabor.house.gov/ and the https://www.help.senate.gov/. The $1 billion could be part of the $100 billion in the final reconciliation package, or not. The $100 billion could very well be cut
substantially, as the committees have a lot of different priorities to which they must allocate funding. So advocacy is essential to ensure that Members of Congress are aware of the broad base of support for adult education capacity development.

  1. The annual appropriation for WIOA/AEFLA: This is a separate process. The advocacy here has been asking for a doubling of AEFLA funding over the next 5 years, beginning with
    an appropriation of $810 million for FY 2022. Senator Jack Reed (D-RI) circulated a letter to the Senate Labor-HHS Subcommittee co-chairs (Patty Murray, D-WA, and Roy Blunt, R-MO) making this request last April.

 

To answer your question about funding levels:

The appropriation for FY 2021 was $675 million for state grants and $13.7 million for National Leadership, total $688.7 million

The President's budget request for FY 22 level-funded state grants at $675 million and increased National Leadership by $25 million, primarily for "college bridge programs" (definition TBD), total
$713.7 million

The House Appropriations Committee markup on July 15 also included the $25 million increase for National Leadership, AND it increased state grants by $25 million as well, total $738.7 million.

At this point it's hard to know for sure what will happen with the FY 22 appropriations process, because Congress has to finish up with both the reconciliation package and
the infrastructure package in September, leaving little time for anything other than a continuing resolution for the FY 22 budget. So AEFLA-related advocacy will continue to be important through the end of the calendar year, at least.

When I first saw this, I was struck by the fact that, for all the talk of adult basic skills education being an essential part of the workforce development system, WIOA Title
II funding is only 1% of the budget ask of the national workforce development advocates. That makes it look to me that we are not seen by the workforce development community as essential as we sometimes assert ourselves to be.

The National Skills Coalition has been a supporter of adult basic skills education. Their letter asks for support for 100 billion dollars. I understand that one billion dollars
would support WIOA Title II, the Adult Education and Family Literacy Act. This would more than double the current federal funding level for adult basic skills education. As Title II  has matching requirements from the states, that could further increase public
funding for adult basic skills education.  Although many believe that it is unlikely that the 3.5 trillion dollar ask will succeed at that level, they think that some level of funding may be supported.  Fortunately some of the major adult basic skills education
organizations have signed on to this letter. I don't know if there is still time but, with this information, perhaps other organizations will consider signing on too.

My view is that no one who lives in a democracy should be able to enter the workforce and to spend a good amount of their time working in a capitalist
culture without having had a civics education.  It's the difference between sheep and people.

I want to thank Deanna and especially Andres for putting the spotlight on an overwhelming issue of corporate vs government funding for workforce development.

As a state director I was continually amazed by business interest in adult education/ workforce development as long as they did not have to provide a majority of the funding.

Andres also raises the issues of corporate profits and the minimum wage, both of which should be of great importance to all adult educators. 

Effective adult education should be built on a base of teaching critical thinking skills, particularly under the banner of civic literacy.

provided with adequate tools to assess success in this area nor are we rewarded for them. Digital literacy instruction is required, but there is no NRS approved assessment for these skills; follow on student entry into post-secondary education period is too

I, for one, am not signing. I will sign any letter requesting funding for adult basic education. But I am not in the business of providing workforce
education while corporate stock soars and the minimum wage lags considerably behind. If corporations want people to have workforce skills beyond reading, writing and math, they can pay for the training themselves.

But workforce investments are at risk of being negotiated away by Congress.  If we slash that $100 billion down, we won’t be able to respond to the pandemic and the decade of digital and technological change that happened in just the last year.

It would be a one-time infusion of money to support expansion of adult ed capacity, beyond the regular annual appropriation for AEFLA. Note that the President included $100 million in mandatory funding through the American Jobs Plan, in addition to regular funding for AEFLA, in his https://www2.ed.gov/about/overview/budget/budget22/summary/22summary.pdf.   Both of these asks are now under consideration in the budget reconciliation process that is going on in the https://edlabor.house.gov/ and the https://www.help.senate.gov/. The $1 billion could be part of the $100 billion in the final reconciliation package, or not. The $100 billion could very well be cut substantially, as the committees have a lot of different priorities to which they must allocate funding. I recommend it.   3. The annual appropriation for WIOA/AEFLA: This is a separate process. The advocacy here has been asking for a doubling of AEFLA funding over the next 5 years, beginning with an appropriation of $810 million for FY 2022. Senator Jack Reed (D-RI) circulated a letter to the Senate Labor-HHS Subcommittee co-chairs (Patty Murray, D-WA, and Roy Blunt, R-MO) making this request last April.   To answer your question about funding levels: The appropriation for FY 2021 was $675 million for state grants and $13.7 million for National Leadership, total $688.7 million The President's budget request for FY 22 level-funded state grants at $675 million and increased National Leadership by $25 million, primarily for "college bridge programs" (definition TBD), total $713.7 million The House Appropriations Committee markup on July 15 also included the $25 million increase for National Leadership, AND it increased state grants by $25 million as well, total $738.7 million. At this point it's hard to know for sure what will happen with the FY 22 appropriations process, because Congress has to finish up with both the reconciliation package and the infrastructure package in September, leaving little time for anything other than a continuing resolution for the FY 22 budget. Thank you for inquiring about this -- you've raised an essential point
that needs clarifying. There are multiple "asks" going on here.

  1. The $100 billion: This is an amount that various organizations have
    been advocating for since early spring, and that the President included in
    the description of the American Jobs Plan

  2. The $1 billion: This is an amount that various adult education
    organizations, particularly COABE
    https://coabe.org/legislative-updates/, have been advocating for, also
    since the spring, as part of COVID-19 relief funding. It would be a
    one-time infusion of money to support expansion of adult ed capacity,
    beyond the regular annual appropriation for AEFLA. Note that the
    President included $100 million in mandatory funding through the American
    Jobs Plan, in addition to regular funding for AEFLA, in his budget
    request

Both of these asks are now under consideration in the budget
reconciliation process that is going on in the House Education & Labor
Committee

billion in the final reconciliation package, or not. The $100 billion could
very well be cut substantially, as the committees have a lot of different
priorities to which they must allocate funding. So advocacy is essential to
ensure that Members of Congress are aware of the broad base of support for
adult education capacity development.

  1. The annual appropriation for WIOA/AEFLA: This is a separate process.
    The advocacy here has been asking for a doubling of AEFLA funding over the
    next 5 years, beginning with an appropriation of $810 million for FY 2022.
    Senator Jack Reed (D-RI) circulated a letter to the Senate Labor-HHS
    Subcommittee co-chairs (Patty Murray, D-WA, and Roy Blunt, R-MO) making
    this request last April.

To answer your question about funding levels:

- The appropriation for FY 2021 was $675 million for state grants and
$13.7 million for National Leadership, total $688.7 million
- The President's budget request for FY 22 level-funded state grants
at $675 million and increased National Leadership by $25 million, primarily
for "college bridge programs" (definition TBD), total $713.7 million
- The House Appropriations Committee markup on July 15 also included
the $25 million increase for National Leadership, AND it increased state
grants by $25 million as well, total $738.7 million.

At this point it's hard to know for sure what will happen with the FY 22
appropriations process, because Congress has to finish up with both the
reconciliation package and the infrastructure package in September, leaving
little time for anything other than a continuing resolution for the FY 22
budget. So AEFLA-related advocacy will continue to be important through the
end of the calendar year, at least.

The National Skills Coalition has been a supporter of adult basic skills
education. Their letter asks for support for 100 billion dollars. I
understand that one billion dollars would support WIOA Title II, the Adult
Education and Family Literacy Act. This would more than double the current
federal funding level for adult basic skills education. As Title II  has
matching requirements from the states, that could further increase public
funding for adult basic skills education.  Although many believe that it is
unlikely that the 3.5 trillion dollar ask will succeed at that level, they
think that some level of funding may be supported.  Fortunately some of the
major adult basic skills education organizations have signed on to this
letter. I don't know if there is still time but, with this information,
perhaps other organizations will consider signing on too.

the banner of civic literacy" aka: a political education where for
instance, adults know the difference between democratic public institutions
and their aims, and private or business/corporate entities and THEIR aims;
and how they relate to one another.

My view is that no one who lives in a democracy should be able to enter
the workforce and to spend a good amount of their time working in a
capitalist culture without having had a civics education.  It's the
difference between sheep and people.

I want to thank Deanna and especially Andres for putting the spotlight on
an overwhelming issue of corporate vs government funding for workforce
development.

As a state director I was continually amazed by business interest in adult
education/ workforce development as long as they did not have to provide a
majority of the funding.

Andres also raises the issues of corporate profits and the minimum wage,
both of which should be of great importance to all adult educators.

Effective adult education should be built on a base of teaching critical
thinking skills, particularly under the banner of civic literacy.

I find your position eye opening and refreshing. We are required to invest
significant time and effort into workforce development but are not provided
with adequate tools to assess success in this area nor are we rewarded for
them. Digital literacy instruction is required, but there is no NRS
approved assessment for these skills; follow on student entry into
post-secondary education period is too short, unrealistic and doesn't
reflect the actual timeframe for these outcomes to happen; the follow up
process is cumbersome and ineffective (we are still relying on manual,
individual outreach to completers); and, at least in New Hampshire, these
efforts are not recognized in our funding formula. Set aside funds have
been pulled from ABE and ESL to support workforce training via IET and
IELCE. I'm reluctant to support any action that doesn't recognize the value
and benefits of adult foundational skills and high school completion
independent of occupational training.

I, for one, am not signing. I will sign any letter requesting funding for
adult basic education. But I am not in the business of providing workforce
education while corporate stock soars and the minimum wage lags
considerably behind. If corporations want people to have workforce skills
beyond reading, writing and math, they can pay for the training themselves.
