New toolkit to help states w/ credential quality & transparency

Hello colleagues,

Did you know there are more than 900,000 different types of credentials
in the United States? Everything from short-term ServSafe certifications
and Red Cross CPR credentials to longer-term degrees. It can be really hard
to help people figure out *which *credentials are actually valuable -- and
hard for program providers and state officials to figure out which
credentials are worth investing in.

Luckily, *my awesome colleague Rachel Vilsack is out with a new toolkit *to
