WIOA state plan guidance:
All states are required to update their WIOA unified or combined plans by June 30, 2022. Please read this bloghttps://worlded.org/wioa-state-plan-update-guidance/ by Judy Mortrude at World Education with information and links for joint guidance from department of education and labor.
FY22 appropriations:
A continuing resolution was passed in December which extends government funding through February 18. Both the House bill (passed last summer) and the Senate draft bill (released last fall) included small increases for adult education. The primary stumbling blocks for passing a FY22 bill have been disagreement on defense/non-defense spending and policy changes that could jeopardize support - mostly abortion-related issues.
Speculation is that an agreement will be reached to provide more defense spending than either the House or Senate bills did, which will mean an offsetting cut to non-defense funding. While education funding may be cut overall, we need to advocate to ensure AEFLA is not cut any further. It's possible a FY22 appropriations may be passed in February as an omnibus bill.
BBB budget resolution:
As a reminder, this bill only needs 50 votes to pass the Senate. The House-passed bill included $700 million for Title II/AEFLA. In December, Senate committees released their proposals that were lower than the House proposed, but education funding tracked close to the House bill. Because the Senate does not have the needed 50 votes to pass the bill, it's probable the overall bill will be significantly smaller than both the original and revised House proposed bills, but it may be passed sometime in February. Please continue to advocate with your constituents for the $700 million towards adult education.

Digital Equity Act listening sessions:
A reminder to everyone to participate in one of the NTIA public virtual listening sessions about the five new broadband grant programs authorized and funded by the Infrastructure Investment and Jobs Act. The listening sessions are designed to collect stakeholder input to help inform program development and implementation.
The remaining dates for sessions are:
Wednesday, January 12, 2022, from 2:30-4 p.m. ET;
Wednesday, January 26, 2022, from 2:30-4 p.m. ET;
Wednesday, February 9, 2022, from 2:30-4 p.m. ET;
Wednesday, February 23, 2022, from 2:30-4 p.m. ET.

Beyond the five specific uses listed in
the law, what other uses of BEAD funds are necessary to facilitate the
goals of the program and therefore should be added to the eligible uses
included in the NOFO?
How can NTIA promote affordability through the four IIJA broadband programs?
How should NTIA target its middle mile investments to promote last mile affordability and resiliency?
How should NTIA ensure that
States/territories consult with Tribal entities within their boundaries
to coordinate on ensuring service to unserved and underserved areas, as
well as digital equity in Tribal areas?
The focus of the meeting will be the Broadband Equity, Access, and Deployment (BEAD) Program
The focus of this meeting will be the Enabling Middle Mile Infrastructure Program
The focus of this session will be the Digital Equity Act Programs
