They are looking for tightly drafted questions that will elicit detailed, precise answers. > ·       Head Start serving fewer children due to low funding levels – Rutgers University’s National Institute for Early Education Research has released a report showing that the number of 3- and 4-year-olds enrolled in Head Start declined from 2007 to 2015, with enrollment varying widely across states but serving fewer than 40% of eligible 3- and 4-year-olds living in poverty, and fewer than 20% of those in low-income families.  In addition to varying levels of access, the report also found varying levels of Head Start quality – both in terms of instruction, and teacher qualifications and pay –duration, and federal funding per child across states.  The report estimates that fully funding Head Start to meet its goal of serving all eligible 3- and 4-year-olds would require more than $20 billion per year; that is more than twice the $9.2 billion appropriated for 2016.
